Two New Residential Projects in the Works for Paseo Gateway Area on Downtown’s Northeast Edge

Construction on two residential projects, a 57-unit apartment development and 22 townhouses, is scheduled to begin next month in The Paseo Gateway redevelopment area on the northeast edge of downtown.
The $12.9 million Quinlan Place apartment project and $5.1 million Quinlan Row townhouses project were endorsed by the Planned Industrial Expansion Authority Thursday. The projects are part of a major redevelopment effort on property formerly occupied by the Choteau Courts public housing project.
The Paseo Gateway initiative, which received a $30 million federal grant, includes the recently completed Pendleton Flats development at 539 Brooklyn and the planned Pendleton ArtsBlock apartment project on Independence Avenue.
It is a joint effort by Kansas City Housing Authority, Brinshore Development, the City of Kansas City, United Way of Greater Kansas City and LISC.

The Quinlan Place apartments will have 57 units.
The Quinlan Place apartment project on the southeast corner of The Paseo and Eighth Street is near an Aldi grocery store. It includes 19 one-bedroom units; 28, two-bedroom units, and 10, three-bedroom units.
The Quinlan Row development is northeast of Woodland Avenue and Ninth Street and includes 11 two-bedroom units and 11 three-bedroom units.
Both projects will feature a blend of affordable and market rate housing: one-third market-rate, one-third affordable and one-third will replace public housing lost when the 134-unit Choteau Courts project, which opened in 1958, was demolished.
Monthly rents at Quinlan Place will range $520- to $625 for a one-bedroom; $620- to $725 for a two-bedroom, and $725- to $825 for a three bedroom unit. Rents at Quinlan Row will range from $625- to $750 for a two-bedroom townhouse and $725- to $850 for a three-bedroom unit.
A grand opening event is planned for the 30-unit Pendleton Flats project is scheduled of Wednesday, Oct. 25. The planned Pendleton Arts Block will feature 38 apartments to be targeted toward artists.
The Quinlan Row and Quinlan Place developments are expected to be completed by January 2019.
